Well the DLC is out shortly, probably much later tonight in the UK... but I have a cheat:

open steam
Click file
Click Settings
Click the downloads tab
select the download region and change it to "south korea"

The game will update from south korea where the DLC has been released

Some other countries probably work too, but haven't tried them
